ECO Update
Over the next 60 days, Oregon Worker Relief will be working through a design process to update systems, funding, and referrals. The design process will be responsive to the many moving pieces within the ECO ecosystem, the many new impacts at the federal level, increased ICE lawlessness, and the recent federal legislation aimed at harming immigrant communities which includes weaponized filing fees. During this period, we will continue prioritizing referrals for detained, clinical, and urgent services.
Did the funding bill pass the legislature?
Yes. On June 27, 2025 the Oregon legislature granted $10.5 million to Oregon Worker Relief and $4.5 million to the Oregon State Bar to support Universal Representation via ECO. The bill will go to the Governor for signature. We expect, based on past practice, that the new funding will be available to OWR in the fall 2025. Detained, clinical, and urgent services will operate as normal.
Will panel attorney agreements be renewed?
It will take at least 30 days and up to 60 days to complete the process of renewing engagements; notifications will be transmitted via the online referral portal. Work undertaken during this period pursuant to existing scopes will be covered by renewed engagements.
Will the Client Service Fund (CSF) be available during the transition period?
Yes, for detained, clinical and urgent services. For all services, please inquire first whether a particular cost is covered by the CSF. Providers should expect new guidance on the CSF coverage.
What is the design process timeline?
A working group of key stakeholders will convene on August 4 for a facilitated design session with a kick-off in the fall.
What is the status of capacity grants?
Stakeholders can expect applications for capacity grants to become available in fall 2025.
What is the status of navigation?
It will take at least 30 days, and up to 60 days, to complete the process of renewing navigation contracts; notifications will be transmitted via email. Navigations completed during this period pursuant to existing contracts will be covered.
What is the status of skill-building workshops?
It will take at least 30 days, and up to 60 days, to complete the process of updating the skill-building contracts; notifications will be transmitted via email. Workshops scheduled in the centralized hub and conducted in conformity with existing contracts will be covered.
